LOS ANGELES GENERAL ASSEMBLY CONSENSUS

 

This list contains details of all proposals consented upon at Los Angeles General Assembly, and important proposals which were tabled pending further discussion and/or modification. Please see the Minutes for further clarification.

September 2011

9/25/11 – We will not be affiliated with any political party.

9/26/11 – Statement of Principles (external message) and Code of Conduct (internal principles) to be discussed and consented upon in the future.

9/27/11 – Motion to always use People’s Mic, start Saturday’s march with a rally, and Occupy the Metro on Thursday.

9/28/11 – Change to Assembly structure accepted: multiple for and against perspectives must be heard.
- All requests to Finance Committee must be posted to online forum 24 hours in
advance of being proposed at a GA.
- Only most pressing and urgent questions to be answered in GA: otherwise can be answered by committee members afterwards.
- Personal middle names on facebook to be changed to “Occupylosangeles” NOT “OccupyLA” to prevent confusion with Louisiana.
- The occupation will begin on October 1st regardless of the Law Enforcement event taking place on the same day.

9/30/11 Facilitation Committee process consented upon in GA: How, What, Why and Hand signals.
- Marching route from Pershing Square to City Hall consented upon
- Agreement to group together in the event of police violence and chant “We are Peaceful”
- Demands Committee created.

October 2011

10/1/11 – Everyone will sleep on sidewalks and follow police directives regarding park rules.

10/4/11 – Committee Against Police Brutality was declared a non-committee.

10/6/11 – OLA will attend war protest on Friday and distribute flyers on public transport.
- Media will be given special badges.
- Keeping It Real Proposal to re-organize Tent City reached consensus.

10/7/11 – Committees and Affinity Groups “10/7/11 – Facilitation Committee passes proposal clarifying distinction between Committee and Affinity Group.

- Committee serves a hard function for Occupy Los Angeles and must be consented upon for creation. Affinity Groups can be spontaneous.”

There is a distinction–not a hierarchical difference–between a Committee and an Affinity Group.  Both are nonviolent, participatory, horizontal, democratic, and transparent.  Committees, however, are tasked with fulfilling a function which the General Assembly deems necessary for the organization of the movement–Such as providing legal coordination, food, or facilitating assemblies.  Thus, they need the assembly’s approval to fill to provide that necessary function for the Assembly.  Affinity groups are spontaneous, autonomous, and can form without the approval of the assembly.

Outreach and Actions agreed upon (march, moment of silence)

10/8/11 – Demands/Objectives Committee passes a proposal that Occupy Los Angeles formerly endorses the “Declaration of the Occupation of New York”. This endorsement does not endorse its ability to reform and add further modifications.
- Actions and Outreach will occupy Hollywood and Vine / Highland.

10/9/11 – Candlelit Vigil
- Committee meetings will be staggered to promote accessibility.

10/10/11 – Actions Committee proposes that participants support the 12,000 prisoners and their families that are currently on a hunger strike with a candle light vigil thursday October 13th at the North Steps.
- Actions Committee proposes that on October 14th at 4:30 pm, participants march in solidarity with the 250 workers that were laid off from Hotel Bel-air. Buses will take participants to the Hotel Bel-air at 3:30 from city hall and will return at 7 pm.

10/11/11 – Actions: October 20th at 3:45pm, participants will partake in a March against Pension Funds given to large corporations instead of the public.
- Actions: October 18th at 4pm, participants will partake in a March joining teachers against underfunding and layoffs. More information at the Welcome Tent.
- Actions: October 13th at 12 noon participants will partake in a March to Bank of America to reach out and make people aware of the Global revolution. Please meet at the South West Corner.
- High Five Friday.
- On October 22nd participants will assemble at Pershing Square at 2pm and will march to McArthur Park for a rally against police brutality.

10/12/2011 – Right to Divest; Bank of America action, Teachers and students school march – consented upon. Julia’s Proposal re: political parties was TABLED for the second time.

10/13/2011 – Movie consented on, ongoing political education consented on.
- ***PROBLEM WITH LAPD’S REQUEST TO WATER LAWN – Richard Alarcone was present? Needs clarification***
- Consensus reached on calling Luis Mexican, Chicano or Chicana, and not Spanish.
- Consensus reached on only taking food from restaurants not individuals

-Consensus–Peaceful Protest all Occupies: Moment of Silence for Solidarity to start on Saturday Oct 15 at noon.
- Keepin It Real proposal about Troy Davis
10/14/2011 – Consensus was reached on Zoning Committee to organize Tent City to comply with Health & Safety.
- March at West Hollywood Parade Oct 31 6-11 pm Dress up as ‘Things that are scarier than Zombies’.
- 90% consensus proposal was TABLED.

10/15/2011 – Finance Committee presented the 501c4 proposal – TABLED

10/17/2011 – Skid Row Meeting with Jan Perry
- Proposal to march against Department of Juvenile Justice

10/18/2011 – 90% consensus TABLED again – big Facilitation discussion in GA on Process.
- Statement supporting the use of public space was consented on.

10/19/2011 – Consensus reached on weekly bikeathon
- Consensus reached on proposal regarding helping those affected by home foreclosures
- Consensus was reached on Weekend of Action November 5th and 6th
- FARMERS’ MARKET PROPOSAL WAS TABLED

10/21/2011 – Julia’s Proposal re: Political Parties and Party Affiliation TABLED until Tuesday.
- Two proposals for Actions by Kwazi – consensus reached.

10/22/2011 – Patrick’s 90% consensus proposal TABLED.
- Meeting in Rm 1010 of City Hall concerning funding for a Soccer Pitch – consensus reached.

10/23/2011 – November 5th action in solidarity with OWS reached consensus.

10/24/2011 – Jeremy and Laurie’s 90% proposal consented upon for one week, after which it will be re-proposed.

10/25/2011 – Julia’s Political Party Proposal TABLED for third time.

- Richard suggested a mentoring scheme for the party kids alienated from GA

10/31/2011 – Scott’s Proposal for a Readiness Fund – A Legal Defense Fund which can’t be seized in the case of arrest – reached consensus
